The Republicans reluctance to put these men into the federal penal system has very little to do with any founded fear of a breakout. What truly terrifies these men is a fair trial. Its been discovered recently that the Gitmo case files are a disaster. There are missing pages, incomplete documents, destroyed evidence and redacted information. It is virtually guaranteed that so much of the "evidence" gathered against these men was either fabricated or obtained through torture, and as such, is utterly inadmissible in any court of law.
